Tribune Review: Excela Health, which operates in Westmoreland County, has not had a vaccine requirement in place but its chief medical officer, Dr. Carol Fox, said the health care system complies with all applicable federal requirements. More than 80% of its staff has been vaccinated or received an exemption.
